Stuck in solo mode when playing open mode - help please?

Anyone able to shed some light please? I've been playing elite for about six weeks and have made my way up to a well fitted vulture but I've never seen another player/commander ever, have been playing in open mode the whole time and my home bases have been Lave and Bhutas for the last couple weeks. Any idea why this might be? I'm in Australia but using a fibre optic connection.
