Hi, just curious if I study electrical engineering can I make tools such as this?

Impact Drill, it's a drill used in construction. I was hoping to make machines like this, and machines like angle grinders. Can EE help me do this? What about how to make the casing and the wires involved, to complete the entire machine? Thanks.
