How can I calibrate an old ammeter?

I picked up two Westinghouse PX-4 ammeters a few years ago, and am finally trying to use them on the bench. Their calibration is way off, and the needle is pegging at the full range of 250 mA DC, when the actual current is about a tenth of that.
Does anyone know how to adjust the calibration? I couldn't find a manual online. Thanks!
