REF on transformer query

What's the point of REF if we can just put a CT on the earth at the MEN and detect any eart fault or leakage? Found this in a existing site and they are asking why add REF when if a fault occurs within the restricted zone, it will still be detected by the CT on the MEN and trip without needing to balance with the summation of the three phases.
