Setting up my first NEW scooter - Nami Klima - Setup Questions

Ok, well I received my Klima today! So far I've tightened all the bolts, added some loctite blue in a few places, and pre-treated the tires with flat out.

I was terrified about the flat out part, but with the big syringe and tubing I ordered it was actually a breeze!

I had a question about the stem latch. How tight should it be? They are thumb screws adjusting the tightness, and obviously one could tighten them down really hard. The latch took some real positive pressure to close. As someone who's prone to over tightening things in general, that is more my concern. At the same time, feeling the stem I can't tell if there was a tiny teeny bit of 'ghost play', or if it's my imagination, or just the physics of a scooter stem pulling on the rest of the unit.

Can anyone illuminate for me the guidelines on tightness?

I'm currently charging now. Will the charger go green when complete, or do I need to turn the scooter on to know when it's finished? Is there any risk in turning it on to check status before it's finished with it's first charge?

Finally, is there any waiting period after filling with flat out before one rides the scooter? Should I rotate the tires at all, or leave them as I filled them?

Also, I noticed at least one user mentioning that their brakes were on backwards. How would I even know this? Is it standard that the left lever be front or back and vice versa?
