Nepheli quest stuck at giving the stormhawk king

I'm at the last step of Nepheli's quest to giver the Stormhawk King ash.
Roderika is progressed to upgrading ashes and Kenneth made it to the fort.
The one issue is when I returned once to Fort Haight, one of the enemies made it up to me and Kenneth, and whilst killing it, I aggroed Kenneth.
Is my quest stuck completely?
