Can’t summon friends/invade at First Step

Every time my friends and I try to host fight clubs at First Step I can’t summon him but he can summon me (and other friends) without any issues. This has been happening since launch.
We are within one level of each other, 150 and 151.
Anyone have this issue? Or tips to fix it?
