Question about the flag of Behera Governate

Ahlan wa sahlan /r/Egypt!
I'm working on a project transposing the flags of the various governates of Egypt onto a map of the county. However, the only image I can find of the flag of Behera Governate is terribly low resolution.
I've reconstructed most of it in Adobe Illustrator, but I can't make out what the text is in that shape on the upper left. Do any of you know what that text is/the significance of it/where I could find a better quality flag to work off of?
