stuck at peta

I just came back from a pretty long break and did some prestiges (i didn’t think i was ready for multistige). I’m finding that I’m kind of bottlenecked at around the peta 2 rank. When I prestige even with all the boosts I can’t get more than ~2 quad SE. With that my rank won’t go up. Do i just need more PE or is it something else?
