Attaching Large Flag To My Car

I have a 3x5 Oilers flag I want to attach to my car. I tried a basic c-clamp with a metal dowel but it doesn’t secure nearly tight enough.
I googled and not really any solutions I could find. Anybody here have some simple ideas to secure it to the vehicle. I have cross bars, but attaching it to the rear crossbar, I can’t figure.
