Can you report people for "preparing" to shoot their neighbors dog for coming on their property?

I honestly have no idea about this... Kinda got into an argument with a customer at work. He was buying a camera to record his neighbors dog pooping in his yard.

After blatantly saying the dog deserved to be shot (several times by the by) I kinda got defensive and said no, the owners need to learn to control their pet.

He then ripped me a new one saying "if your horse is sick you shoot it" "if you have a bad dog you shoot it".

I replied that I definitely believe a bad animal can be redeemed, it's the people who don't help the matter. Then he said "if you were raised on a farm you would understand".

Being an animal lover this kinda hurt my soul, for people to truly blame a bad animal for their owners lack of care or compassion.

Having said all that... There's really nothing one can do is there? The way this guy went on, I'm kinda happy the dog is shitting on his yard. The dog knows you're a fucking prick obviously.

Sorry... Needed to vent. Go home and hug your pets for me tonight.

EDIT Just for some clarity, he had mentioned several times about the dog deserving to be shot. Eventually admitting that he couldn't should it because he would be "locked up".

Then started to say how if it was on his farm on the other hand, the dog would be dead by now.

I also overheard him mention to the customers behind him (as he seemed to think this was something to announce to everyone) that he "had him [the dog] in his sights a few times".
