Why does this get me 0% high

I got this some few days ago. I am a very casual smoker, like 3 or 4 times monthly so I don't have a high tolerance. I got this CDD trying to get high but even after taking 5 of them which I expect to blow my mind, I can't even get low highs. It's like taking normal gummies. Or is this not meant to get me high? I'm new to CBD so...
