Why does everyone have the option to reopen their claim but me?

As most of you have noticed many people since last night’s update have had the option to reopen their claim. They’ve been able to certify after doing so. I’m on PUA and the only thing that updated/changed on my account was my claim year. I DON’T have the option to reopen my claim. I DON’T have the option to do anything. Anybody else in the same boat?
