The General 4* Pool needs an Update

It's been a month and a half since the game began and we've had 5 new characters since then and 4 new cards, and none of them are in the off-banner pulls for banners other than their first.
At first I was thinkng they just wouldn't show up while their banners were up, which was reasonable. But now both Kevin and Keldric's banners are over and neither them, or their cards, are on the off-banner pool.
Do we have any word of when they'll get added, or are essentially every new unit and card limited?
