Can I make new listings if I have unpaid invoices and/or reinbursements?

I have an unpaid invoice from last month. I also have an unpaid reimbursement fee for an item that was refunded by eBay.
If I wasn't currently unemployed, these would already have been taken care of. I don't plan on letting these sit much longer, maybe a week or possibly two.
With this in mind, can I still creating new listings for this month? If yes, will I not qualify for the monthly 50 free listings? Thanks.
