Is it worth opening an unpaid item case to punish a bidder when they changed their mind about a purchase and lying?

We can only leave positive feedback for buyers these days and it can be a pain to go back and forth with a buyer. I don't want to necessarily punish the buyer but it's really annoying when people bid last second on an item, change their mind, contact you two days later to say they bid by mistake and claim they've been trying to contact you a few times but never did.
