Is there any recourse for a seller using a bad shipping partner that causes a package to not arrive for 20 days?

So i ordered something from World of Books UsA and they used OSM as a shipping partner. Anyone who knows OSM knows take longer than an import item.

I ordered on July2nd. Shipped next day. Didnt move at all for 14 days and it was still in OSM hands. Seller said "it'll arrive in 7-19 working days". Well USPS still operates somewhat on Sundays I have noticed. The item is going to arrive today but I could have gotten this item from Amazon for $4 more with free next day shipping on the 16th aka when the item finally moved again.
