eBay international hub, what could've gone wrong?

after 100 days item delivered to the eBay international hub in Illinois, my international buyer messaged me saying they haven't received the item. I just shipped like usual, printed out shipping label on eBay and drop it at the USPS, I didn't even know they were in Brazil, it was my first time shipping internationally, have I missed any extra steps? If I done nothing wrong, then it's the hub?
