How best to eat cheap and healthy in the face of global food/wheat shortages?

I'd appreciate any advice. I've been living off ramen that I bought for 25c/block, and food pantry staples. I hear potatoes are great nutrition per dollar. Does that apply to boxed potato flakes? With the cost of wheat forecast to skyrocket, I'm curious about alternatives.
