Why small caps and dividend stocks perform better after debt ceiling passed?

For example, in my portfolio AVUV and SCHD have underperformed by a lot YTD. After the debt ceiling passing in congress, they outperformed TECH stocks on Friday. Why this news give investors more confidence in them? Is it gonna be the trend that big caps and growth stocks are slowing down, now is small caps and div stocks time to shine?
