UK English : Singular entities in the plural

Today I saw a headline : "Ireland have been awarded a place in the World Cup." Similarly I see in UK/Ireland/NZ/Australian posts things like "Parliament have," "Oxford have," "The EU have." Aren't nations, universities and political organizations single entities? Oxford is A university. Ireland is A country. Why then the plural verb form "have" and not singular "has?"
