Why do native English-speakers have the urge to say "pun intended" or "pun not intended"?

Being explicit dimishes the aesthetic of the language by making it more obvious than it already is. Here, the figure of speech called Double Entendre is often way too evident for us to even highlight it. It's like explaining a joke right after telling it. It's not funny or witty if you have to explain it.

In other languages, if you do that, it's like saying your interlocutor is too stupid to understand.

But I feel there is something I don't get about this habit. Is it cultural or something?
