Is Karn going to be immediately banned in commander?

[[Karn, the Great Creator]] has a -2 ability to grab any artifact in exile or outside the game. Since commander decks don't usually have a sideboard does that mean you can take any artifact card out of your whole collection? I wouldn't think so. There probably will be some rulings when it gets released. What do you think?
