I had a dream last night and "spoiled" a C15 card for myself.

So because I'm a huge nerd and always have Magic on the brain, after I drifted off to sleep, I had an interesting dream. I was at an event, and they spoiled this card for C15:
To Arms
3WR, Sorcery
For each opponent, search that player's library for an Equipment card and put them onto the battlefield under your control. Then each opponent shuffles his or her library.
What does everyone think of a card like this? Too overpowered for its cost? What would you value an effect like this at?
