Best Orzhov commander for a “white weenie” strategy or similar feel?

My friend has been out of MtG for a while and I want to make him a commander deck.
His favorite color combo is B/W and he’s only ever played 60 card formats but his preferred strategy in those is white weenie. I think I may need to pivot into tokens a bit to scale it up for EDH. Budget is fairly flexible, bonus points for commanders with cool alt art too.
Leading contenders right now are [[Elenda, the Dusk Rose]], [[Commissar Severina Raine]], and [[Ria Ivor, Bane of Bladehold]].
