When is a counterspell ok and when is it not ok?

Many players get mad at counterspells because they cannot play their cards they bought. What spells are ok to counter and when is it abusive? Many players like battle cruiser style where they get to all go off before the table decides it’s ok for someone to win or the game goes to long.

Is it a bad move to counter their commander? Ramp? Payload? Is it ok to counter their counter if they will benefit?

How does rule zero work for this?
