So in our league, we play by achievements and I got to thinking. I want to build a primal surge deck that even when it casts a surge it doesnt win on the spot, just so i can get as many achievements as possible. So with that, my requirements are:

1. I'll need to get surge consistently
2. I want to ramp as humanly (elfly?) possible to cast surge by turn 5
3. I need it to be uncounterable

So with that, I'm thinking Golgari elves? There are a handful of permanent tutors like wishclaw, liliana, sidissi, etc. But can you think of any better way? Maybe simic with Kinnen as the commander? Jund to run the tutors while also having access to shusher and such?
