Ok I'm really confused about the September collectible sets in HUT

Am I dumb or something? It says you need a September collectible x25 plus 15 individual ones for Ray Ferraro. Why it doesn't say x40 or 40 individual ones is beyond me. What's the point to the inconsistency?
And I see no way to combine individual ones into 25. It says no items found when I try to add them to the set. I have more than 25 so I'm confused.
I must really be missing something.
