[3.5] What's the best race for a Charisma based caster?

I'm trying to make a warmage, and the spell modifier is Charisma. INT helps do extra damage too. I've had so much trouble finding a race that has a CHA bonus. Anyone have any advice? *Edit: A race with no level adjustment
