The paintings you're thinking of are part of the Socialist Realism cultural doctrine/art style.
It ranges from creepy and blatantly propagandistic and brainwashing, to idealized, to pretty normal, to frankly quite fascinating and inspiring. I went down a rabbit hole for awhile, it's kind of a good way to explore the history and ideology of the Eastern Bloc and other Communist countries. North Korea has their own little weird spin on things, I think they're the only ones still producing art in this style.
