Parents absolutely can have rights to visitation when they are incarcerated. I'm a social worker but also ran the Girl Scouts in their Beyond Bars program(take the scouts inside prisons to have troop once a month with their parents) in a certain state, so I had a lot of time to get to know families and other inmates. There's usually a lot of different variables but there were a few cases where there was court ordered visitation at the jail.
