Drug usage across different states

I'm reading the 'National Survey of Substance Abuse Treatment Services' report of 2020 and learnt that the drugs usage in Southern states is far less than the drug use in other states. The other surprising thing is that drug use in states like Nevada and Florida is far less than the average, which is contrarian to the popular belief.

Am I missing anything?
