Does synthetic marijuana (spice) sometimes look like buds?

I bought this weed last night.
It is in bud form, but it’s really sticky (I know some bud is)
The high was really strong and gave me a panic attack.
Is spice always ground up powder or really obvious plant matter that is not weed, or sometimes does it look like real weed buds ?
