How realistic is living by a harm reduction approach to using for someone who can't just quit substances?

I've had mental health and substance use issues since I was 14. Any periods of abstinence were forced. I've been to every kind of rehab and mental institutions and have had no luck feeling better or satisfied with being sober. One of my core beliefs is better living through chemistry and I don't see a life without at least a small amount of recreational drug use. I've come to the conclusion that I should use the least harmful drugs that help make life tolerable. Is this thinking delusional? Or realistic?
