Question regarding links on multiple pages

So I've got this table that has some links in it that is on multiple pages of a website. I want this table to update on all the pages when I change/add/delete a link. Is this possible?
One thing I should mention. I need to keep the home page and a couple other from having this table since they do not use it. Do those pages need to be in their own folder for it to work or something?
