I understand the multiple switch profiles can share the game purchase, but what about on PC?

It's great that one purchase allows multiple players on the Switch à la Animal Crossing, but I'm wondering if there's been any information about how that translates wrt to licensing when x-platform become available, especially on Steam/PC. Will all the different profile saves be available to just one account? Or are they separable, i.e. my daughter can play her save on her Steam account and I can play my save from mine?

Really just trying to figure out where it makes the most sense to make my initial purchase...
