Low level raids since patch?

Does anyone know what they did this patch with the random raid discovery? I went from finding level 9/10 raids to seemingly random levels, I keep only finding low level ones, like 3-6.
I noticed I'm not the only one either, because all the ones from my friends and guild members seem to be all lower as well.
