It's time: the RNG in ban phase needs to go

There is literally no reason for my ban to just have a 50% chance to be worthless. There is no worse feeling than Banning a hero, not noticing it was banned, picking your pick, and then they pick it.
What's the fucking point of a ban phase if my hero doesn't get banned. Why give me one to begin with.
Every other game had guaranteed bans and works just fine. If two people ban the same hero add a random ban. Or fucking dont, let there be 7 bans. Every hero that wanted to be banned was banned so everyone was happy.
