Combined effects of Magic Damage Increasing items and skills on Pugna. Bug?

Hey. Small question. Is there something like a magic resistance cap for some interactions?

Lets take Pugna for example. I use decrepify and my target in Demo mode has -19% Magic Resistance.

Now I use decrepify etheral blade active but still the magic resistance of my target is at -19%.

Shouldn't this be alot higher? The damage is also not increasing.

Why is etheral blade not working with Decrepify over the -19% value?

When I Add Ancient Seal from Sky aswell, it goes to -88%, thats why I don't understand why it does not go over -19% when I just use Pugna Items and Skills.
