You have removed the classification of each item opened through the Treasure and this will ensure duplication of items and players will need to recycle TEN of those set according to each tier to get ONE item of next tier.

You have created a nightmare in the community market where players have driven the price of those set in 10 fold and above and it won't matter to Valve because you get a certain percentage for each trading that takes place in the community market.
