so far, neutral itens are being received by dota community in a binary way

i think most people appreciate the itens, but not the implementation and balance
some itens are way too strong and others are on wrong tier, and in some games this leads to some frustration

what i think is: neutral itens are great and should stay! but i dont think i like the way they are being given

i think that they should only come in recipes!
this way you need to put some gold on them, making some bad laning maters
and they cant be sold, so any gold put on them is kinda lost

i dont like the ideia of having another currency like people are saying(wood), this wold lead to some weird bounty formula and will prob be more difficult to gauge in game
