Yes, you can purchase it twice in following scenario -
Checkout via dota 2 store using a web browser, till it asks you to authorize via steam. You can then purchase after 35min from the client and immediately authorize via web.
If you already purchased it via web, but haven't applied the points or open the bundle, you can go to history, click on the link of the page where you authorized the purchase , open it again and purchase the bundle .
It won't work for you if you already purchased on client, or opened and applied the bundle.
