It's built from ring of protection and recipe (Alternative build idea is that it is built from Tome of Knowledge recipe)

What this item gives is 5% to beneficial RNG rolls i.e. Skull Basher bash chance goes from 25% to 30%. More interestingly however Radiance goes from 17% miss chance to 22%. Ogre's 4x multicast becomes 17.5%

I think the tome of knowledge is an interesting idea. Limits the number in the game. And you need to decide if you want AA Level 6 or more Axe spins
