Discussion: Why did Valve add a 54% 5k+ winrate hero (Dark Willow) to CM before a 47% 5k+ winrate hero (Pangolier)?

Both heroes have been out for a significant period of time now. I can see Pangolier has a much more unique toolkit, but "stats don't lie" and a 7% win-rate differential is HUGE.

How is a Pangolier losing thousands more games per month than Dark Willow in the Very High skill bracket, while valve considers him more broken than willow competitively?
