I cam back from a three month dota break and I had one report to use.

I decided to take a much needed break from dota however I have been on this sub and watching streams. Because of that I am familiar with people saying you don't really get reports to use any more, but is getting one report after not playing for three months normal? Is this the new system? Because I already used that one report in my first game reporting an enemy Jugg who gave up almost immediately resulting in my team winning very easily.
