I read a post on here recently about how having a bad internet connection is punished a lot harsher than being toxic and feeding 0-17 because you didn't get mid. And I couldn't agree more. The best suggestion I read in that thread was for us to start using a similar system to CS:GO's Prime Matchmaking.
I'm totally behind DotA 3 having a prime matchmaking but I think what we really need to do is hit people where it matters: MMR
My suggestion is that if someone has been timed out, they go low priority as usual. But if someone is sent to Low priority for reports etc. They are also given an MMR penalty for their next 5 wins (Not games because toxic ppl would just ruin 5 games until penalty is over). I don't mean we take MMR away but they only get 50% of their MMR for winning a game.
This means when they win a game, everyone on their team gets 25 MMR as usual but that person only receives 12.
