What's the point of having Compendium rewards allowed to be sold instantly if Steam puts my items on hold?

It's only recently that Steam's decided that they should shove their Mobile Authenticator down everyone's throat. So now instead of being able to sell a set I unboxed right away, I have to wait a whole week to sell it. Which, I assume the set is going to go down in value by then (even if it's just a little).
What's the point of letting us sell our awards right away if I'm forced to use the authenticator or wait 7 days???
