Questions on how matchmaking works

I've read that matchmaking doesn't take into account a player's winrate, so what does it take into account instead?
Also, I've read that the matchmaking algorithm simply forms games where each team has an ~50% chance to win, but doesn't force a 50% winrate for any single player. So, what does it actually mean when a player has >50% or <50% winrate? From what I gather, winrate doesn't measure skill, so what does it represent, if anything?
