DOTA2 vs Deadlock

Genuine question from a moba noob. Why would valve make a competitor to their own game? Is this their way of possibly moving on from dota? In my opinion it would almost be like the equivalent of Treyarch or IW creating another 1st person shooter. Again I'm truly unknowledgeable when it comes to mobas but I'm just curious what's going on here.
