QoP item building: semi-carry vs. nuker/disabler; how to decide?

So the two popular QoP builds seem to be

  1. Nuker/disabler - Aghanim's, Scythe, maybe Orchid, Shiva's. Usually running bottle and used for big AoE damage plus disables.

  2. Semi-carry - Linken's or BKB, MKB, Orchid, Daedalus or Skadi. Still has decent AoE with Scream/Wave, but more used for right-clicking.

I've seen the semi-carry build on pro teams with better carries already on the team (3D today with QoP, Tiny, Naix) as well as the nuke build on teams lacking late-game power. Both of these are counter-intuitive, so I'm wondering if anyone can point to some rules on which way to go?
